MAKING THE JOINT COOPERATION OF PRIVATE GOVERNMENT IN INDONESIA

1. Revision of the presidential decree 67/2005 has been signed by the President on January 28, 2010 with the publication of the Presidential Decree 13/2010. Revision of the regulation 67/2005 is one of a hundred days programs of the president Susilo Bambang Yudhoyono and Vice President Boediono’s government assigned to Bappenas. Regulation 13/2010 is expected to be able to overcome various problems in the provision of infrastructure that uses the model of Government and private sector cooperation / SPK.
2. Regulation presidential 13/2010 is a manifestation to efforts that the Government's commitment to accelerate the development of infrastructure on comprehensive measures to create a climate of investment that can encourage the participation of private enterprises in the provision of an infrastructure based on sound commercial principles.
3. Organizing an Asia-Pacific Ministerial Conference on Public-Private Partnership for Infrastructure Development 2010 (2010 PPP APMC) and Infrastructure Exhibition Asia 2010 (IA 2010) will be held on 14-17 April 2010 held at Jakarta International Expo, Kemayoran.
4. APMC PPP 2010 Conference activity and exhibition IA 2010 for 4 (four) days with the title “Breaking Down the Barriers to PPP”. On the orders of this agenda is expected to make a comprehensive sectoral able to answer various issues related to the framework of the Public Private Partnership (PPP) to acceleration the infrastructure development.
5. In principle, this event activity is sponsored by UNESCAP (53 member countries). Representative high-level team of experts from each of UNESCAP member countries will discuss and formulate a declaration of agreement the Public Private Partnerships in Asia Pacific Infrastructure Development (Jakarta Declaration), to then be added to the United Nations resolution. This proved to support the acceleration of infrastructure development in each country in reducing poverty levels there.
6. The first day on 14 April 2010 will begin with opening events on the Asian Infrastructure Exhibition 2010 by Minister of Planning / Head of Bappenas, Mrs. Armida S. Alisjahbana and continued with an individual meetings from representatives of each Member UNESCAP to prepare the Jakarta Declaration, which will be delivered on the last day of the conference, on Saturday, April 17, 2010.
7. The second day on April 15, 2010 is the first day of the conference which will be used also by the Government of Indonesia as the Day of Indonesia (Indonesian Day). The conference will be opened by the President of the Republic of Indonesia, Mr. Susilo Bambang Yudhoyono that preceded the opening statement by the Coordinating Minister for Economy Mr. Hatta Rajasa and UNESCAP Executive Secretary Introduction Dr.Noeleen Heyzer and continued with the morning session that will explain the development commissioner of the global perspective. 8. The next session was followed by the development commissioner of the Indonesian perspective on PPP policy supported by the Ministry of Finance attempts to provide underwriters instruments, financial mechanisms and their governments for projects that facilitate PPP Capital Investment Coordinating Board in creating an investment climate coax infrastructure development in Indonesia. Presentation of the project intersectoral Department of Energy and Mineral Resources, Transport, Public Works and Communications and Information are also expected to contribute more comprehensive information will form the Public Private Partnership forms that have been implemented in Indonesia. 9. On the third day, will be a lot of exchange of strategic information on the implementation of PPP in the several countries, among the authors of financial security, the operator or owner of the project, the executioners of the service. The authors of this field through at the same time will contribute to the development of information and the acceleration of the development of infrastructure in the framework of Government and private cooperation.
10. Sectors ranging from electricity generation, new energy sources, road transport, rail, sea and air transportation, water supply, wastewater treatment and solid waste, the field of informatics and communications technology, and even education and health sectors will provide a comprehensive presentation in support of the exchange information commissioner will accelerate the implementation of infrastructure development in Indonesia in particularly, and Asia Pacific in general.
11. Presentation of each State member of UNESCAP on the final day on 17 April 2010 will give the views on Public Private Partnerships as an effort to accelerate the development of this infrastructure, and will be packaged in an agreement set forth in the Declaration of Jakarta as a result of the implementation of the Asia-Pacific Conference of the Minister of Government Private Partnership in Infrastructure Development in 2010 (2010 PPP APMC) and the Asian Infrastructure Exhibition 2010 (IA 2010) in Jakarta, Indonesia. Jakarta Declaration is expected to oppose significant change in the UN resolution.
12. Thus the efforts of government’s participation to regulate the acceleration of the development of infrastructures in Indonesia with the system of Public Private Partnerships. Planned to show activity infrastructure Conference and exhibition Asia this 2010, all fans can provide information relevant to present the attractiveness of investment in the infrastructure sector in Indonesia, in particular, and the Asia-Pacific region in general. Follow-up to the commitment of the Indonesian Government to accelerate the development of this infrastructure will continue to be better integrated of all stakeholders.
