BENGKULU TO IMPOSE TOUGHER REGULATION FOR UNPROCESSED COAL AND MINERALS EXPORTS IN 2017 - MEDIA
 Bengkulu provincial government is planning to impose tougher regulation for export of coal and mineral in 2017. According to liputan6 online portal, the Bengkulu provincial government may ban unprocessed coal and mineral exports in 2017.
As quoted by portal, according to Head of Energy and Mineral Resources (ESDM) Oktaviano Bengkulu province, the restriction to be imposed for un-processed coal and mineral is as per Law No. 4 of 2009 and Government Regulation No. 23 Year 2010 on the Management of Mineral and Coal.
"Terms exports should refer to the existing rules and no recommendation will be given if exports of minerals are not as per government regulation," said Oktaviano in Bengkulu, Friday (30/12/2016).
According to prevailing regulations, holders of IUPs and IUPKs are required to carry out in-country processing and refining to increase the value of the relevant minerals or coal.
On 11 January 2014, GR No. 1/2014 was issued which amends GR 23/2010 and GR 24/2012. These regulations clarify that, in respect of coal, “processing” covers the following activities:
Coal crushing
Coal briquetting
Coal blending
Coal washing
Coal liquefaction
Coal gasification
Coal upgrading
Coal water mixing
Currently, 51 companies are holding the Mining Business License (IUP) coal in Bengkulu province and producing around 12 to 14 million tons of coal per annum. Most of the coal from Bengkulu exported to China, India, Vietnam, and Thailand, the portal said.
The exports of coal and coal products from Indonesia can only be undertaken by Registered Exporters of Coal (ET Batubara). The export procedures and documents required for an ET Batubara application are generally similar to those for an ET Produk Pertambangan.
Bengkulu also ships coal to domestic market, particularly for power plants which are located in Sumatera as well as in Java. The processing of coal is required only if the coal is intent to export.
Indonesia continues to be a significant player in the global mining industry with significant production of coal, copper, gold, tin and nickel. Indonesia also remains among the world’s largest exporters of thermal coal.
