PET-COKE IMPORTS TO FACE PRESSURE IN INDIA
 COALspot.com: An Indian environmental activist moved the National Green Tribunal seeking ban on the use of all forms of petroleum coke, also called Petcoke, as it emits fine particulate matter (PM), which is harmful to human health, says PTI.
Petroleum coke or petcoke is a carbonaceous solid delivered from oil refinery coker units is a high calorific value solid fuel and is used for power generation by Indian private and public sectors due to its low delivered cost. According to PTI, the petition filed by Pritam Singh has contended that the demand and supply of Pet-coke was increasing at a high rate due to its cheaper cost and better availability compared to coal.
As reported by PTI, according to Ashwani Kumar Dubey, advocate of Pritam Singh "Pet-coke is being consumed by both the private and public sector with a massive growth rate. In FY 2013-14, 2.13 million tonnes were used in the public sector and 9.662 million tons were used by the private sector. However, in FY 2014-15, 2.381 million tonnes were used in the public sector and 12.027 million tonnes were used in the private sector. That approximately 5.81 million tonnes of petroleum coke were imported into the country in FY 2014-2013 as compared to 3.57 million tonnes in FY 2013-2014, thus having the growth rate of 62 per cent."
Indian utilities import Pet coke from the U.S. as well as Saudi Arabia due to its lowest price and high calorific value energy. Indian cement producers burn more Pet coke compared to power producers in India.
If India’s National Green Tribunal decides to ban the use of Pet Coke in India, then there will be short term energy supply disturbance, particularly for Pet coke users as those buyers may face contractual defaults with their respective Pet-coke suppliers as well as ship Owners. Any ban on with immediate effect would affect the vessels which are currently carrying Pet Coke towards India. The plants will also face fuel supply disturbance as those Pet Coke users should look for prompt and alternative high calorific coal to replace Pet coke to keep their factories in operating mode.
According to our market sources in India, some of the Indian Pet Coke users consuming Pet coke without getting amendments to their EC certificates where the approved sulphur level was maximum one percent. The Pet coke used to contain high sulphur content. The same sources told us that, in such case the punitive penalty would be huge and it will affect the bottom line of Pet Coke users in India.
The Indian National Green Tribunal’s decision if favors, environmental activists, the COALspot.com predicts there would be huge demand for higher calorific coal for prompt loading. Any sudden demand for high calorific value coal would push up the global coal price as well as shipping freight to a higher level compared to today’s level.
Commenting on Mozambique coal, our sources in India said, Indian cement, utilities are now accepting coal from Mozambique as coal prices of Mozambique origin were working out cheaper on an evaluation basis compared to current RB2 coal prices.
5500 NAR coal from South African origin coal is offered at around US$ 53 per ton basis CFR East Coast of India, whereas 6100 NAR coal of Mozambique origin is being offered at around US$ 50 per ton for the same destination. Mozambique coal’s volatile matter is around 20%, which is quite low compared to South African coal and Ash content is around 23% which is also quite higher compared RSA coal. However, Indian cement, utilities are now days accepting Mozambique coal without any hesitation due to its price advantages.
South African coal is also slowly losing its grip in India due to its high price levels compare to coal from other sources. According to a market player, RB1 coal is almost out of India and the Mozambique coal will also possibly push out RB2 coal soon if the Mozambique keeps offering the coal at this attractive level. RB3 coal fetching higher domestic price in South Africa, hence it may not look for an export market.
