COMPULSORY MINE RECLAMATION PROPOSED FOR A MINING'S LIFETIME
 Tambang reported that, A data from the Forestry Ministry showed that almost 65 percent of mining activities operated under contract of work, coal contract of work and mining authorization (KK, PKP2B and KP in their Indonesian abbreviations, respectively) are located on forest areas.
“To make it easier for us to control, we propose that mine reclamation be compulsory for as long as mining activities are ongoing (at an area),” said Bowo H. Satmoko, Director for Utilization of Forest Area, Forestry Ministry on the eve of a discussion on substance for a draft government regulation as an additional instrument for implementation of the mining law No. 4/2009 (RPP Minerba in its Indonesian acronym) in Jakarta, 4 August 2009.
He stated that from a legal perspective, mining activities could be performed at production forest areas. At protected forest areas, open-mining pit is prohibited, while all mining activities are prohibited at conservatory forest areas. He added that currently mining stakeholders have a bigger understanding on how important it is to reclaim the surface during and after mining is completed. Reclamation has now even become among the factors to measure company’s success.
Mr. Satmoko requested that a reclamation process should not only be restricted to a period of five years prior to the completion of a mining project, as some plants would require years to grow into trees.
“Reclamation should be compulsory for the whole period so long as a mining activity takes place. This is to allow a more comprehensive monitoring towards its success, especially when it involves plants with extensive lifespan” said Mr. Satmoko further.
A draft government regulation (RPP in its Indonesian abbreviation) on post-mining and reclamation is currently among four RPPs to be formally introduced as regulations in the near future.
