INDONESIAN COAL NEWS - UPDATE
Income from tax slow
Since the economic crisis in October 2008 until now, tax from the general mining sector is slow. According to the Director General of Taxes, Darmin Nasution, in a press conference, there is no income tax received from the general mining sector as they keep on incurring losses. 31.3% OF TARGET In the period January-June 2009, coal production reached 72 million tons (31.3%) of the 230 million tons national target for this year. The Director General of Mineral, Coal and Geothermal, Bambang Setiawan, said 62 million tons come from Coal Contract of Work (CCoW) holders and 10 million tons from Mining Authorization (KP) holders.
75 million tons in a half year
The Director General of Mineral, Coal and Geothermal, Bambang Setiawan, cited the realization of coal sales in the first half of 2009 reached 75 million tons. Of this amount, 52 million tons were exported and 23 million tons for domestic consumption.
Mining PNBP Rp 7.2 trillion Information from the Director General of Mineral, Coal and Geothermal is that Non-Tax State Revenue (PNBP) from mining up to 30 June was Rp7.2 trillion. Rp43.7 billion is derived from dead rent, Rp4.88 trillion from royalty and Rp2.3 trillion from coal sales.
Not to participate in tender
The President Director of PT Tambang Batubara Bukit Asam, Sukrisno, said the company will not participate in the tender for procuring 3.26 million tons of low rank coal opened by PLN (Persero) under a 20-year contract due to limited transportation.
This year, PT Garda Tujuh Buana Tbk projected a production of 900,000 MT of coal, a jump compared to that in 2008 at 30,000 MT. The company is to export the entire production i.a. to Dynet International in Singapore. “Actually, their demand is 1.2 million tons,” said Business Development Director Socrates Rudi Sirait.
State Enterprise Holding Company not yet clear
The Secretary to the Minister of State Enterprises, Said Didu, predicts that the setting up of a holding company of state enterprises will not have been realized in October 2009, due to constraints of inter department coordination. The forming of a holding company is the mandate of Presidential Instruction No.5/2008 and should have been effective this year. The Presidential Instruction regulates rightsizing and restructuring of state enterprises.
Production up to 70 million tons
PT. Kaltim Prima Coal targets its coal production at 43 million tons this year and throughout 2012-2013 to rise to 70 million tons. According to KPC CEO Endang Ruchyat, the rise in production will be followed by the construction of a 2x100 MW power plant.
Awaits BHP Internal Evaluation
At the moment BHP Billiton is finalizing its internal evaluation on the option of releasing its ownership of the Maruwai coal project in Murung Raya regency, Central Kalimantan. “We are waiting for BHP to open an official tender on the sale of said asset,” said Bumi Resources Tbk spokesperson Dileep Srivastava.
Coal supply secured by PLN
Primary Energy Unit Head Nasri Sebayang is optimistic that coal supply for the 10,000 MW power plants phase I will not be short. A stock of some 5 million tons per year is being readied by a number of supplying companies.
Optimistic Target will be reached
Although until last May production was only 4.58 million tons or 36% of the annual target, the President Director of PT Tambang Batubara Bukit Asam, Sukrisno, is optimistic this year’s target of 12.7 million tons could be reached. “We shall try hard to produce 1.15 million tons per month” he said.
Royalty Remittance to Increase
The government is to optimize state revenue from the mining sector by raising the remittance of royalty from mining companies operating in Indonesia. Special Staff Member of the EMR Minister, Simon F. Sembiring, said the plan is still in the negotiation stage.
Pawning IUP prohibited
The Director of Mineral and Coal Business Development, Bambang Gatot Ariyono, asserted that mining companies are prohibited to pawn company shares or Mining Business License (IUP) to obtain funding loans. Such pawning is against Law No.4/2009 regarding Mineral and Coal Mining.
