INDIA AND CHINA STILL DOMINATING THE INDONESIAN THERMAL COAL EXPORT MARKET


COALspot.com:  Indonesia, the world's largest multi types coal exporter shipped  35.83* million tons of coal in May 2013, 1.40 per cent lesser than April exports. The May exports are still a significant quantity during this hard time for coal exporters.

According to the available information from coal exporters as well as various other sources, the India, the world’s third largest coal producer and net coal importer was the largest importer of Indonesian coal in May 2013, followed by China. India also imported more coal in April from Indonesia compared to China’s imports.

The China has dominated Indonesian coal imports in first quarter but lost to India in Q2.

India’s coal imports from Indonesia in May 2013, has lost 4.36 percent compared to April imports of 12.37* million tons. India imported 11.83* million tons of Indonesian coal in May. The India imports mostly low calorific value coal from Indonesia in May 2013. Low calorific value power plant coal of Indonesian origin is still dominating Indian market. Indian coal importers, particularly traders are importing Indonesian ultra-low calorific coal for blending purpose with South African and American high calorific value coal.

According to a coal supplier from Sumatera Island, low coal prices' as well low sea freights are encouraging Indian and Chinese buyers to keep an eye on Indonesian coal for last few months.  This trend is expecting to continue next year unless the China executes their plan to ban low GCV / high sulphur coal.

Indonesia shipped 10.13* and 10.49* million tons of coal to China in April and May 2013 respectively. China’s Indonesia's coal imports in May slightly or marginally higher than its April imports.

Indonesian 4200 GAR coal is in high demand compared with other types of low calorific value coal.

83.15* percent of total Indonesian coal exports in May shipped to top five traditional Indonesian coal buyers such as India, China, Japan, South Korea and Taiwan.


Indonesian coal market was almost flat last few days. No major corrections seen in coal prices. However, Bloomberg reported that, the coal prices in Asia are showing little sign of recovery after the biggest quarterly decline in a year amid subdued demand and increasing supply from Australia and Indonesia, the world’s largest exporters.

Indonesia’s May’ 13 coal exports were 1.40 * percent lower than April exports of 36.34 million tons.  62.32* percent of Indonesia’s total coal exports in May burned in India (33.02%*) and China (29.30%*).

Indonesian coal exports to India and China have increased significantly for last few years due to high demands from those two countries.  The current Indian coal production is not able to support the high demand of coal and the Coal India, world’s largest coal miner is now planning to import coal from overseas to fill the gap between the supply and demand. India imported 43% more of the fuel than a year ago on increased demand from power stations and steelmakers, according to shipping data, the live Mint reported on 27 June.

India, where 59% of electricity generation is coal-fired, added 1,570 megawatts of thermal power in May to boost its total installed capacity to 225,133 megawatts, according to the Central Electricity Authority, the Economic Times reported on 24 June.

Indonesian small-scale low calorific value coal production and export highly depend China and India. However big scale producers are saying that, they are not just depended on India and China for their exports.  “We are not depended on India or China for our coal exports. Part of our export quantity is allocated for India and China to keep our share in those fast-growing countries” said a coal producer from East Kalimantan.   “We manage our risk by diversifying our marketing strategy fairly between the coal consuming countries, including and China and India,” he said.

The Indonesian government is studying a proposal to increase royalty as well as introduce an export tax for coal next year.  In the meantime, China has drafted a regulation to ban low GCV and high sulphur coal on environment grounds. The coal industry in Indonesia may face another correction if both governments are serious on their own plans.

According to Indonesian mining law 4/2009, all coal miners in Indonesia to require to follow government declared coal prices (HBA) when they conclude a coal sale and purchase contract with their buyers.

The Director General of Mineral and Coal’s declared the minimum selling price for Indonesian coal for June delivery was slightly lower than May's price.

The reference price is to be used by coal producers for all spot and term contracts. This coal benchmark price is stated as using a formula based on the index average of ICI-1 (Indonesia Coal Index), Platts-5900, Newcastle Export Index, and global Coal Index. The assessment basis of the coal price reference was calculated considering coal with GCV 6,322kcal/kg (GAR), Total Moisture (AR) 8.00%, Total Sulphur 0.8% (AR), Ash Content 15% (AR) and delivery Free on Board (FOB) Vessel basis.

The government declared HBA for June has fell 0.54% percent on month and 12.19% on year.

The Ministry of Energy & Mineral Resources of Indonesia sets the coal’s spot price benchmark for June 2013 at US$ 84.87 per ton (basis 6322 GAR coal), which is US cent 46 lesser than May 2013 price and US$ 11.78  lower compared to the same period in 2012.

Coal industry had a hard time since 3rd quarter of 2012 and it is expected to continue at least until 4th Quarter of this year or early next year.
