The government of Indonesia is planning to increase the state’s non-tax revenues (PNBP) by raising the fee for a borrow-to-use permit (Ijin Pinjam Pakai) from Indonesian Rupiah 3 million (approximately US$ 309.85) to Indonesian Rupiah 4 million (approximately US$ 413.13) per hectare per annum. According to the government regulation, no. 2 of 2008 IPPKH, a tariff of Rp. 3 million (approximately US$ 309.85) per hectare, to be paid to obtain a borrow-to-use permit, in particular for mining activities.

Prior to obtain the borrow-to-use permits, the mining activities, including exploration should not be conducted.
