NEW HEAD OF INDONESIA'S MINING MINISTRY GETS RAKED OVER THE COALS - JOSEPH KIRSCHKE
COALspot.com - Following Indonesia’s presidential cabinet shakeup last week, many are questioning the qualifications of Energy and Mineral Resources Minister Jero Wacik to oversee a critical, complex sector involving billions of foreign investment at a time of global uncertainty.
President Susilo Bambang Yudhoyono cited corruption, as well as a need for accelerated growth and improved infrastructure as driving the long-awaited reshuffle.
Wacik’s lack of experience – he was previously in the Ministry of Tourism with a background in mechanical engineering – is second tier to his seniority and strategic value in the president’s Democratic Party, according to Priagung Rakhmanto, an analyst at the Reforminer Institute, a think tank.
Moreover, although the president won a 2009 re-election with 60.7 percent of the vote, the Democratic faithful control just 25 percent of Parliament. Therefore “the top position must be held by a figure from a party,” said Rakhmanto.
But to his credit, say many, Jero has acknowledged the skepticism – and the hard work ahead. In particular, he has expressed concern over what he terms “proper negotiations” between Jakarta and foreign mining companies over increased profit sharing. The development of new oil fields to increase national production to one million barrels daily by 2013 is already underway.
Despite this movement, Wacik’s deputy Widjajono Partowidagdo, a former professor of petroleum engineering at the Bandung Institute of Technology, has come under fire, too. “He sees things only from the point of view of an academic,” Sammy Hamzah, vice president of Indonesia Petroleum Association told The Jakarta Globe.
The previous minister, Darwin Zahedy Saleh, is believed to have been ousted in part over shortfalls in crude oil production and mining and energy sector growth targets. Foreign investment stalled under Saleh’s tenure, said analysts, particularly over concerns regarding possible increased regulations.
This is a critical time for foreign investment in Indonesia, a G20 member and the largest economy in Southeast Asia with growth topping six percent last year. Energy has been one of the main factors allowing the archipelago nation of 245 million to emerge relatively unscathed from the global recession.
For his part, Presidential spokesman Julian Pasha sought to strike different tone concerning the overhaul – Yudhoyono’s third becoming Indonesia’s first directly-elected president in 2004. “Let’s be optimistic,” he said.
“The new teams will start working together and the appointed deputy ministers are going to help the ministers be more productive.”
