ICMA TO BUILD UPGRADE FACILITIES TO ANTICIPATE BAN ON LOW-GRADE COAL EXPORT BY 2014


COALspot.com - January to August of this year, Indonesia’s coal production had already reached 235 million tons. Earlier estimates had targeted this year’s coal production to between 340 million and 360 million tons said,the Indonesian coal mining association.

“If between October and December, rainfall is high, total production may be around 340 million. But if everything goes well, production may reach to 370 million tons,” chairman of ICMA Bob Kamandanu told reporters on the sidelines of the Indonesian Mining Conference & Exhibition 2011 in Jakarta.

Indonesian government has increased the domestic market obligation allocation to 82.07 million tons of coal for 2012, which is 4 percent higher than 2011 allocations. DMO requires coal producers to sell a part of their production to local buyers.

According to the Energy and Mineral Resources Ministry, domestic coal needs in 2012 would be reached to 82.07 million tons, comprising 63.84 million tons for coal-fired power plants, 12.23 million tons for cement, fertilizer, pulp and textile industries.

Out of the 63.84 million tons of coal allocated for generating electricity, 57.20 million tons is allocated to state electricity company, 10.76 million tons to IPPs, 0.83 million tons to PT Freeport Indonesia, 0.54 million tons for PT Newmont Nusa Tenggara and 0.19 million tons for PT Pusaka Jaya Palu Power.

To date, only 63 coal mining companies are obliged to comply with the DMO.Out of the 63 coal companies, 40 companies are holders of CCoW and 22 companies are IUP OP holders. 

According to Energy and Mineral Resources Ministry In 2012, total 63 coal mining companies will be obliged to sell 82.07 million tons of coal or 24.72 percent of total estimated Indonesain coal production (government estimation was 332 million tons)  to domestic users under the DMO ruling.

In 2012, the Indonesian government set the production target at 332 million tons, while the ICMA forecasted that the out put of coal may hit 380 million tons, which is 14.45 percent higher than government's estimation.

Indonesia governemnt may officially apply a ban on low-grade coal exports by 2014. To anticipate the regulation, ICMA revealed that two coal upgrade facilities are ready to be installed in South Kalimantan and South Sumatra in 2012 and 2014, respectively, as quoted by media. However, no further details given on either upgrading technology that to be used,the total investment or capacity of upgrading facilities.

"If the regulation is implemented, then the impact will be tremendous, because there are 150 million tons of coal low calorific value coal (below 5700 gad coal) that cannot be exported," Chirman of ICMA said earlier. Hence if the coal below 5700 calorific value on ADB basis banned for export, then the coal upgrading facilities to be installed must have the capacity to upgrade higher volume of coal yearly.
