INDONESIA PLANS "CLEARING HOUSE" FOR COAL - ALIBABA
Alibaba reported that, Indonesia, the world's biggest thermal coal exporter, plans to set up an agency similar to a clearing house to trade stocks of coal that firms are obliged to set aside for domestic use, the energy minister said on Friday.
The agency is intended to help secure sufficient supplies for local users and strengthen existing regulations.
All coal producers in Indonesia are required to supply coal to the domestic market under their contract of works, but some avoid having to do so because the quality of coal they produce is unsuitable for the local market. So they sell that coal, which is usually of a high calorific value, to overseas buyers instead.
The new trading agency would collect coal from all producers and help to sell any coal that is unsuitable for domestic use, Minister Purnomo Yusgiantoro said in an interview.
"Some coal quality may not fit...specifications of domestic users and you have to blend the coal to meet the specification," Yusgiantoro said.
"So what can you do? Send it to the agency and then it is up to them to sell it," he said, adding the agency could be set up as a state-owned enterprise.
The government is in the process of drafting new government regulations on domestic supply obligations.
The energy ministry has said that the government would fix the minimum amount of coal that producers must supply to the domestic market every year based on estimated demand from the state power firm and local coal users such as cement firms.
Indonesia is expected to consume 68.3 million tonnes of coal in 2009, or about 30 percent of output, up from 46 million tonnes last year.
The requirement will apply to all coal producers, both producers that hold contracts of work -- including Bumi Resources Tbk and Adaro Energy, the country's two biggest producers -- as well as small producers that have a different mining licence.
Yusgiantoro said that companies would not be forced to adjust long-term coal contracts under a new pricing policy.
"They have signed the contract. If they agree (to change it), it's fine with us. But if not, we cannot ask them to change it," he said. "We have to respect the contract. I think with this system we can have more revenue."
Jakarta has said it planned to introduce a new benchmark index to reset prices and squeeze more from royalties linked to coal sales as it wants to include coal revenue in the state budget along with oil and gas.
But the plan has raised concern among producers who have signed long-term contracts with buyers.
In December last year, Adaro declared force majeure on coal deliveries to three customers after failing to reach a new price agreement stipulated under government rules.
The new price index will combine the Indonesian Coal-price Index (ICI) managed in partnership with London-based Argus Media Ltd, international coal price indexes, and average prices in spot trade in previous months.
Prices for long-term contracts would be based on the average price of the index over three months and adjusted annually, said Bambang Setiawan, director general of mineral, coal and geothermal at the ministry, in a separate interview on Friday.
"So producers can have long-term trade, say for five years. But the prices would still have to be adjusted every year," Setiawan said.
Indonesia expects coal production to reach 230 million tonnes this year, unchanged from last year. Australian thermal coal prices, a benchmark for Asia, have fallen from a record of $201 a tonne in July last year to $66.62 a tonne late on Thursday.
