BRAZILIAN GIANT VALE LOOKING TO BOOST ITS COAL OUTPUT
BRAZILIAN mining giant Vale is not content with being the world's largest iron ore miner. The miner is banking on ambitious growth plans to see it emerge as a top-three player in the coal market Global coal managing director Decio Amaral, sent to Australia in January to drive the aggressive growth plans, is optimistic the world's second largest miner can cement a firm position in the coal sector, using Australia as the place to implement the strategy.
"We are happy with our iron ore assets and we are working hard to develop the coal projects to be in the same position," he said. "In terms of the seaborne coal market, I see Vale becoming the third major player."
Coal represents about 2 per cent of Vale's total revenue but the mining major is pouring 7 per cent of its $12 billion capital expenditure plans into its emerging coal portfolio.
"We see a bright future for coal," Mr Amaral said.
He said Australia would be the centre for expanding its coal division, which includes interests in Colombia and Mozambique.
"Vale has a lot of knowledge in iron ore, but not as much in coal. So Australia is important, not just because of the opportunities and growth you have here, but because of the knowledge you have here," he said.
The heated political debate and renewed fight between the smaller miners and the Labor Party over its mining-tax policy has not deterred Vale from its Australian coal plans, despite the projects falling under the scope of the proposal.
"When I look at our coal business, I look at portfolio management and we have three different geographies to look at. So in terms of portfolio it does not affect us," Mr Amaral said.
He said the new tax deal, designed by BHP Billiton, Rio Tinto and Xstrata with Julia Gillard after she ousted Kevin Rudd from the top job, was an improvement on the original super-profits tax.
"It's not that I'm happy about tax but our portfolio is strong enough to cope with it," he said.
"The first version was really bad and the second one is one you can live with if you have a good project."
Australia's coal sector has been the centre of corporate activity, with deals signed and new ones mooted, as the outlook for the steel feed continues to be extremely positive.
But don't expect Vale's name to appear as the suitor of NSW miner Whitehaven Coal -- in play and said to the target of numerous predators -- or at the centre of any consolidation in the local industry.
Mr Amaral's plans are bigger than what's on offer and he sees organic growth as the main focus for the Brazilian giant.
"We are much more focused on organic growth and are investing $32 million on coal exploration in Australia, which is the most cost-effective way to develop the group," he said.
"There has been some consolidation in Australia but for the size of the projects that we like, the premium that you have to pay compared with the potential we have in our own portfolio does not justify it."
