PLN TO DEVOUR 133 PERCENT MORE COAL IN NEXT FIVE YEARS
The Jakarta globe reported that, State electricity company PT Perusahaan Listrik Negara will more than double the amount of coal it uses over the next five years, despite a push for cleaner fuel in Indonesia and across the globe.
PLN’s director of primary energy, Nur Pamudji, said on Monday that the utility expected coal consumption to rise 133 percent during that period, from 40.8 million metric tons this year to 95 million tons by 2014, as it scrambled to add generating capacity to meet surging demand.
Nur said PLN was aware of the need to reduce carbon emissions to slow global warming, but cited coal’s cheaper cost compared with oil and natural gas, as well as its abundance in Indonesia.
The cost of generating a kilowatt-hour of electricity through coal is 5 to 6 cents, while it is at least 8 cents for natural gas and $1 for diesel.
National coal production was expected to reach 270 million tons this year, up 6 percent from 2009, Bambang Setiawan, director general of coal and mineral resources at the Energy Ministry, told the Coaltrans conference in Bali on Monday, Reuters reported.
Last year about 70 percent of production was exported.
Last year PLN spent Rp 18 trillion ($1.96 billion on coal, and it expects to spend Rp 30 trillion this year.
The rise in coal consumption marks a strategic push to reduce generating costs as PLN, which has been mired in red ink for years, struggles to build generating capacity.
Indonesian Greenpeace representative Nur Hidayati criticized PLN’s plan as being out of step with even the government’s own emission-reduction targets.
“In fact, this would generate higher carbon emissions. This is not in line with the president’s commitment last year to reduce emissions by 26 percent to 41 percent,” Nur said.
“Also this would collide with the recent forest moratorium in Oslo. The forests are in danger of being converted to coal mines.”
The first phase of the “fast-track” generating program will see an extra 10,000 megawatts of capacity added by 2013, mostly through coal-fired plants. The second phase, which will shift away from coal, is intended to add a further 10,000 MW of capacity by 2013 or 2014.
PLN president director Dahlan Iskan said the utility’s consumption of coal would continue to rise for at least the next decade.
“We will try to boost the usage of renewable energy, but coal will remain the dominant fuel for our plants until at least 2020.”
